Process of public policy is a political process by nature. The government employs public power to recognize, select and distribute various kinds of social interests in the process. Decision making, implementation and supervision of the public policies cannot work properly without public participation. The policy shall be reasonable and democratic. In the previous researches, the researchers put more emphasis on public participation in the link of policy making, while that on the link of policy implementation was inadequate. Actually, deviation in the policy effect mostly results from the inadequate participation and poor awareness of the public in the policy implementation, instead of problems existing in the policy making. Currently, a large number of Chinese public policies are facing such a dilemma: on the one hand, the policy is eventually enacted under the strong call and active public participation; on the other hand, the policies are treated coldly by the public in the implementation. This phenomenon is very popular when enforcing public policies in China. The region's economic development level, political system and policy level would have an impact on citizen participation. Individual qualifications, gender, age, experience, etc. will lead to varying degrees of participation. But the overall lack of citizen participation in the implementation of public policy can only come from the relationship between government, citizens and their communication degree. The paper takes the inadequate public participation in the opening of hotline of the administrative affairs in Kunming as sample, and adopts Discourse Theory to probe into reasons leading to such problems.This first chapter will introduce the background, research methodology and research significance, indicating the main research situation at home and abroad. The second chapter describes the citizen participation in public policy, the main theoretical basis and practical significance. Chapter III briefly descript Kunming line government affairs based on the interview material and research data, summarizing characteristics of the main issues of the citizen participation in this policy. Chapter IV is the core chapter of the paper which analysis from the government, citizens, and the communication between them to explain the features and phenomena in the process of citizen participation. Chapter V will give some suggestions.
