Study On The Factors Affecting Public Participation In The Public Policy Implementation And It's Countermeasures

Public policy implementation is the process of coordinating and configuration the social benefit, is the process of implementation game and interests interaction in the every interest group. People participate in state and social affairs for government increased vitality and implementing the policy smoothly. Public participation is activities that citizens affect a government policy decision. Whether in which political system, the citizen participation in the policy process is a necessary component. When the economy, politics, spiritual civilization are in the process of developing, that the democratic political system and citizens'attainment are also incessantly improving. When the government work out and promulgate the public policy process, people are no longer negative, passively accept that government give the authoritative control and distribution for the public interests and distributions. They participate and influence policy formulation and implementation process through certain channels, or with their own way. Meanwhile, citizen participation in the policy implementation is becoming more and more significant influence and significance.How to participate and how notable progress was made in participating, which determine the rationality, legitimacy and feasibility of government public policy. The public participation in public policy process is an important component of the contemporary democracy construction. It has become an objective requirement of the political system reform. Also the contemporary government and scholars have given attention to the social political phenomenon. The thesis based on the social political reality, used the Marxism political principle as the guiding ideology, explored the public participation in the public policy implementation. First, through the related theory of citizen participation in carding, trying to sort out the citizen participation, and putting forward the development course of today's citizens to participate in public policy; Secondly, based on the public participation status quo in the policy implementation, the text analyzes the dilemmas of participation mechanism, policy executive and citizen oneself from in two aspects: objective and subjective; Finally, in the view of the citizen participation'dilemmas, this thesis probes and brings forth the elementary thread of developing Chinese government public decision-making from the three levels: perfecting the participation mechanism, building up the scientific executive idea and raising the citizen oneself accomplishment.
