As an important global topic, housing is the people's basic means of subsistence, countries around the world are committed to the establishment the housing guarantee system which meet the social needs. In the earlier of the 21st century, China's introduction of market-oriented reform of urban housing achieved remarkable success. However, the market is profiteering and lagging, while the fully and effective supply of housing can not achieve by the market, and the nature of the housing not only has the properties of general merchandise, but also has social attributes. Even the United States that advocates of free market economies, has taken the relief housing policy. In Europe, which advocate housing welfare policies, there are more than half of the supply of housing is the Government's public housing market.Residential commercialization does not mean that the government draw back from the housing market. By the affordable housing, low-cost housing system, and the housing guarantee policies, government provide public housing products and supporting public services, to improve the housing and living conditions of needy families , achieve social equity by the process of redistribution.The paper is starting from the visual angle of economic law, and exploring the legal relationships between government, real estate developers and beneficiaries in affordable housing system, combining economics, sociology of knowledge to probe into the present problems in affordable housing system in China's and the resolving method. Concretely speaking, it has the fol1owing main aspects:The first part is about the establishment and development of affordable housing system in China, analyzing the essential quality of affordable housing——guaranteed from the sale of objects, the sources of land for building affordable housing. Affordable housing for low-income families in our country is the introduction with social security character. In the critical period of the housing reform, it has a tremendous positive impact to alleviate the housing problems of China's low-income families. However, the policy has also exposed various problems such as the purchase of the object dislocation, construction area out of control, auditing mechanism's bug, which indicate there are still many to be improvement in the China's affordable housing system.The second part , the affordable housing is the the core of our public housing policy, this section focus on the realization of social equity , the social function of housing , government intervention in the role of the real estate market failures discussed in such areas as to prove that affordable housing system in China's current need for survival .The third part , by Singapore's HDB system, China's Hong Kong region, the HOS system outside the public housing policy study summarized characteristics of their systems, focusing on analysis and HOS Flat competent bodies, the relevant source of funding for the implementation of policies as well as its access to exit Construction of the mechanism. On this basis, affordable housing system in our country's development situation and our country can be summed up learn from successful experiences .The forth part is dividing affordable housing system in our country into the construction phase, distribution phase, management and after-sales phase, followed by analysis and comparison, which summarized the shortcomings and the reasons and propose solutions for the improvement of affordable housing system. Researching and analyzing the experiences of Shanghai, Hangzhou and Huaian, to improve the affordable housing system from legislation and government supervision aspect, strengthen the coordination between government sectors, define the competent department's power and responsibility, achieve the expected social aim, carry out the housing guarantee system.
