Historical Investigation And Strategy On New Period Inter-Party Harmony

Chinese Communist Party-led multi-party cooperation and political consultation system is a new political pattern rooted in the historical conditions of Chinese society as a realistic model. In February 2005 the Communist Central Committee published " The advice on further strengthening the Chinese Communist Party-led multi-party cooperation and political consultation system under construction " It improved and developed the system to put forward some new ideas, which first raised the new concept of "inter-party harmony ". A correct understanding of this concept has important theoretical and practical significance to deal with the relations between various democratic parties, to explore the promotion of the policies regarding inter-party harmony.In Contemporary Chinese political system, the ruling party and the participating parties form mutually cooperative relationship, which is the inevitable result with the development of China's modern history. "Inter-party harmony" is the precise positioning for the ruling party and the participating parties to build a harmonious inter-party relations with the development of contemporary Chinese politics. It plays an important part in the construction of contemporary Chinese political system.From the historical point of view, Chinese Communist Party and the Democratic Parties experienced hardships together in the period of new-democratic revolution and socialist revolution. It laid the historical cornerstone of inter-party harmony; From the practical point of view, during the period of socialist construction the Communist Party and the Democratic Parties'close cooperation explained the basic concept of inter-party harmony; From the system point of view, the Communist Party and the democratic parties in the framework of political party system with Chinese characteristics, which reflects the factors of harmony in the status, the nature and the inter-relations, embodies the theoretical foundation of inter-party harmony.This paper starts from the Third Plenum of the Eleventh and reviews the Communist Party's actively engagement in restoring the "leftist" mistakes which destroyed the inter-party relations. The Communist Party re-thinks the nature, status and role of the democratic parties, examines the democratic party's exploring new areas, offering advice and suggestions after its revival. The democratic parties transferred from purely serving for economic construction to play a role in political participation and democratic supervision. They played an irreplaceable role when maintaining social stability, developing democracy and promoting the ruling party's decision-making. The democratic parties won the status of political participation in the national party system through the eight democratic parties who voluntarily accepted the Communist Party's political leadership. They are willing to use their own powerful advantage for the socialist construction and dedicate all their efforts. Thus, despite the "inter-party harmony" as a concept was raised in 2005, the ruling party and the participating parties have always been harmonious.Raising the concept of "inter-party harmony" does not mean the parties have contradictions in reality, but undoubtedly, during the operation of the political party system with Chinese characteristics, there also have been some discordant note. This disharmony exposes issues regarding "the times" and "adaptive" problems, There are more problems with Chinese social and political development which is not mature and leads to the imperfect practical implementation. No matter what kind of disharmony, both the ruling parties and the participating parties cannot avoid the problems associated with them but have to face and solve problems as the way of promoting inter-party harmony.
