The four principles, which are independence, complete equality, mutual respect, and non-interference in each other's internal affairs, are the guiding principles of the Communist Party of China (CPC) in its party-to-party relations with foreign parties. Tested by the party diplomacy development in the past over twenty years since China adopted the policy of reforming and opening to the outside world in , these four principles have been proved to be correct, effective and practical, accepted by most foreign parties which have inter-party relations with CPC. Directed by these principles, CPC has established contacts and exchanges with more than 400 political parties and organizations in over 140 countries and regions in the world.In history of the development of Marxism, the representative Marxist writers proposed various inter-party relations principles but none of them put forward a comprehensive theory. Represented by DengXiaoping, the second generation of CPC leaders group inherited relevant theories of Marxist inter-party relations, summarized new experiences gained from practice, and systematically proposed the establishment and development of the four principles governing new type party-to-party relations. This was the first time in the history of the development of Marxism. Meanwhile, the four principles advocate that regardless of differences in ideology and social systems, parties in countries of any type of social systems or believing in any sort of ideology are able to develop inter-party relations to realize inter-party exchanges and cooperation guided by the four principles. The establishment and development of the four principles guiding inter-party relations is a significant contribution made to the Marxist inter-party relations theory made by the CPC, which are distinctively innovative. This is the main theme discussed in this thesis.This article, using historical and dialectic analytical approaches and from theoretical and practical perspectives, attempts to elaborate the theme that the four principles governing CPC's inter-party relations are a major innovation to the fundamental principles of party-to-party relations from various aspects including the historical background, the legal foundation and the significant directive function of the four principles to guide CPC's inter-party relations.
