E-Government At County/Banner Level In Our Country: Current Status, Problems And Countermeasures Yijin Horo Banner Of Inner Mongolia As An Example

E-government construction at county/banner level is an important part of China's e-government development. However, its unbalanced development constitutes a weak link in China's e-government system building. The author believes that the uneven socioeconomic development, weak concept of IT application, uneven distribution of e-government talents and the lack of a unified construction model are contributing factors to the current problem in e-government.Through a comprehensive study of e-government in Ejin Horo Banner, the paper found out the problems existing at county/banner level e-government construction. By referring to related literature, the author analyzed the current status of e-government, and problems existed in county/banner level especially in ethnic minority area. The aim is to identify better ways to construct e-government.Based on the existing problems, the author proceeded from the reality of e-government building at county-banner level and suggested that the advanced concepts and applicable construction model and achievements be adopted and promoted. The author also gave constructive suggestions on e-government management system reform, target assessment mechanism, and information sharing mechanism. The paper aims to solve the realistic problems affecting e-government at county/banner level and find out a workable application model for reference.
