Approach Studies On The Development Of Inner-party Democracy In The Communist Of China At Present

The 16th National Congress of Communist Party of China propose a new conclusion that inner-party democracy is a life of the party, Bring inner-party democracy up to the unprecedented height for the first time in the history of Marxism. This is a more scientific orientation about the value and significance of inner-party in the new period, it is a new idea that the Chinese Communist Party explores law of in power constantly. The development of inner-party democracy have great significance to maintain the Party's advance, improve the administrative ability of party, consolidate CPC's executive position, push forward the building of socialist democratic politics with Chinese characteristics, the democratic problem within the party is a significant theoretical and practical topic related to the party building in global. CPC have all along pay close attention to inner-party democracy, since the reform and opening-up, inner-party democracy enjoyed great development, basic principles and regimes of inner-party democracy have been established. Because of the great influence by Feudal autocratic political culture as well as the mode for Party building of the Soviet Union and planned economy system, democratic traditions and democratic spirit was lacked within the party for a long time. The realistic state of inner-party democracy does not come up to the requirements of the historical position of CPC and the historical mission shouldered by CPC, mainly showing in the following aspects:The universally low democratic consciousness among the party, less attention has been paid to the construction of inner-party democratic procedure, Party member rights that party constitution stipulate don't get the effective guarantee, inner-party democratic system such as electoral system and supervisory system does not perfect, inner-party over-concentration of power, lack of good legal and social environment. According to the general theory of democracy, sum up experience and lessons which can be drawn from developing inner-party democracy by CPC and other country's parties, on the base of analyzing inner-party democratic situation of CPC, try to find the effective ways to develop inner-party democracy in the new period. It is considered that the building of inner-party democracy is a systematic project which needs to make overall plans and take all factors into account, we must take fostering inner-party's democratic consciousness as the foundation and prerequisite, take innovating inner-party's democratic system as a key points, take strengthening inner-party's democratic procedure construction as a guarantee, take optimizing inner-party's democratic environment as a platform.
