Civil servants competence is an important part of the construction work in high-quality personnel.The quality of civil servants directly affected the efficiency of government work. As the most basic civil service, the quality of urban subdistrict office civil servants is even more widespread attention by the community. It is necessary to establish a scientific and efficient selection, assessment, training, incentive system to improve the quality of civil servants. It is also important to have scientific and effective evaluation methods and tools. Competence and competency model are widely used in recent years at home and abroad.They are used as evaluation techniques and play an important role .In many areas of human resource management, the tools can be used to enhance the quality of civil servants to create important theoretical value and find practical significance.Competency is inherent, deep, stable characteristics owning by an individual.There are key factors affecting the individual work, and is closely related with high performance. Civil servants competency model includes core competence of civil servants at different levels of definition and the corresponding level behavioral descriptions. They are key competency which is necessary to complete a job efficiently .Competency turned out to be an effective integrated tool of HR management, which is effective in dealing with HR issues such as HR planning, recruitment, performance management, assessment, training, and so on.Above all the paper introduced the research background and ideas, reviews the development process of the competency and the competency model. The civil servants competence research is also be mentioned. On this basis, to explore the civil servants competency model and apply it to civil servants management of human resources, the paper carried out this study and took an urban subdistrict office as an example. The study was based on literature analysis, behavior event interview, questionnaire survey,psychometric and statistical methods. From the point of competency, the paper used the method of quantitative and quantitative research to build a competence model of civil servants. Finally, some recommendations are made on how to apply the competency model in the urban subdistrict office about the civil servants selection, training and development.The results show that the competency model of urban subdistrict office civil servants mainly includes 10 aspects : Sense of responsibility, integrity, execution, safety awareness, loyalty, hard-working, learning ability, communication skills, adaptability, ability to analyze and judge .Competence and competency model for the government human resource management provide a broader perspective and new technologies so as to promote human resources development and management practice .This result can serve as an important reference for urban subdistrict office on civil servants recruiting and selecting, training and such HR management affairs.
