The whole society has entered the period of rapid development since the end of the twentieth century,making differences in both economy and politics.Subdistrict office,as the basic unit of government departments in China,plays a big role in promoting social stability and development.However,with the society developing,the inherent traditional nature of bureaucracy and traditional performance appraisal system in subdistrict office can not adapt to the social development any more.The traditional performance appraisal system can not truly reflect the working condition and performance of civil servants in subdistrict offices.As government sectors transform from control-oriented one into service-oriented one,traditional performance appraisal system can not fit the social development any more,and its imperfection becomes increasingly obvious.These imperfect performance appraisal system produces severe effects on the recognition of relevant departments on civil servants in work,which is not conducive to the social development of China and personal development of civil servants.By establishing impeccable assessment system for civil servants,the research in this paper can make detailed understandings of the working condition of civil servants.It has positive significance in improving the working initiatives of civil servants in China and the effectiveness of the whole civil service team.Taking the Jincheng subdistrict office as an example,this paper gives a detailed analysis of the original performance appraisal system in Jincheng subdistrict office and establishes a new performance appraisal system.The research in this paper is of positive significance to improving the working condition of civil servants in Jincheng subdistrict office and elevating the internal stability of the civil servant team.Firstly,this paper makes a detailed analysis of the theories relevant to performance appraisal;this paper expounds the concept,content,features,and functions of civil servant performance appraisal as well as the performance evaluation indicator system of civil servants.Secondly,this paper analyzes the current situation of performance appraisal system in the subdistrict office which includes the current examination system and actuality of Jincheng subdistrict office.This paper conducts corresponding investigation and analysis of performance appraisal system in Jincheng subdistrict office,proposing the existing problems in the current performance appraisal system in Jincheng subdistrict office.Moreover,this paper,this paper builds up the new performance appraisal system for civil servants in Jincheng subdistrict office.Subsequently,this paper elaborates the implementation process of civil servant performance evaluation based on the perspective of 360° performance evaluation.At last,this paperputs forward the countermeasures for implementing the performance appraisal system.This paper promotes the institutionalization of government performance appraisal on the basis of performance evaluation studies on government agencies.For one thing,it makes performance appraisal become the statutory requirements of government agencies;for another,it is beneficial to establishing and perfecting performance appraisal institution.The research can promote the content standardization,procedure standardization and standardization of appraisal result utilization of government performance appraisal.
