The report of the 17th National Congress of the CPC pointed out that we should continuously deepen the reform of the personnel system and focus on creating high quality cadres. The eighteen major reports of the party stressed the need to increase the intensity of innovation and entrepreneurship training, adhere to the reform and policy innovation talent development mechanism. In the course of the development and construction of the talents, the construction of the civil servants is a very important part. The quality of civil servants will directly affect the efficiency of government departments, service level, credibility and competitiveness. Street civil servants is the most grass-roots groups of civil servants, and it is the bridge links the government and the people, their own quality, work attitude, work style and has a direct impact on relations between cadres and the masses, but also related to the party's image.Based on the theory of competency and competency model, this research takes the street civil servants of Dalian as the research object, through literature analysis, depth interview, questionnaire survey, mathematical statistics and other related research methods, studies the characteristics of the street civil servants competency, builds up the competency model of street civil servants, and finally puts forward some suggestions based on the application of the competency model.This research believes that the quality of the street civil servants is divided into working ability, personal qualities, leadership skills, professional quality, decision making ability, five factors,34 elements. Through the analysis of these factors and elements, it is considered that the competency of the street civil servants in Dalian is generally good, and the overall score of personal qualities factor and decision making ability factor is higher than that of the other three. From the point of view of specific elements, the score of innovation ability, judgment, ability to persuade, the overall situation awareness, honest and trustworthy is low, it shows that the quality and capacity of street civil servants are still to be improved. In the process of data analysis, after comparing the gender, age, educational background, administrative level, working time, it is found that the influence of age on the level of street civil servants competency is the most significant. The scores of non-young street civil servants in understanding ability, coordination ability, communication ability, learning ability and other elements are significantly higher than those of young street civil servants. The influence of gender, educational background, administrative level, working time on the level of street civil servants competency is not significant, the scores of female street civil servants are slightly higher than those of male ones; the scores of low educated street civil servants in the political awareness and expression ability are slightly higher than those of the highly educated ones; the scores of leadership class street civil servants are generally higher than those of business class ones; the scores of longer working time street civil servants are slightly higher than those of shorter ones. According to the above analysis, this study suggests that there are some problems in the selection and employment, training and development, performance evaluation of street civil servants, and aiming at the problem, the corresponding improvement measures are put forward.
