The Search Of Village Affairs Opening Under The Background Of The Villagers' Autonomy

Making the village affairs more transparent is a key link of the villagers'autonomy, and also an important event of expanding democracy at the grassroots level and political system reform in countryside. With the development of rural democratic management, the party and the government take the village affairs opening and democratic administration seriously more than ever. Although the opening of village affairs has been carried out in a big way across the country, and also has made very obvious effect, but meanwhile there still exist many serious problems of concern. Based on empirical researches and literature researches, we made some researches about the existing problems and solutions and future development trend of the villagers'autonomy, and through the analysis of actual conduct of the town of Shengli, Dongxin district, Neijiang city, we summarized some main problems appearing in the opening of village affairs ,and at the same time we analyse the deep reasons causing problems, and put forward the corresponding countermeasures from the law, administrative system , executive organization, the participation of people.We think, to promote the development and perfection of the opening of village affairs and democratic administration under the background of the villagers'autonomy, we should take measures from the macroscopic and microscopic aspects. On a macro aspect, it is a must to build a system of laws and regulations, improve the opening of village affairs and democratic management system. Second, we must strengthen the construction of system and improve the level of the villagers'autonomy. In the microscopic aspects, first, to strengthen the functions of the government sector, and provide rational guidance and financial support the role for the opening of village affairs and democratic administration ,second, to cling to combining the opening of village affairs with the villagers' autonomy , third, to perfect the management system, Fourth, to further improve the ideological understanding, strengthen the leadership, clarify duties, fifth, to develop rural social organization vigorously, sixth, to shift to township management function, promote the effective dovetailing between the township administration and the villagers'autonomy, seventh, to regulate the process and steps cling to the opening of the whole process ,eighth, to build a comprehensive supervision and management system, ninth, to make full use of modern network technology, promote the informationzition of the opening of village affairs and democratic administration, tenth, to develop rural culture education and improve farmers' consciousness and ability in political participation .This possible innovation not only lies in the comprehensive analysis on the causes of the opening of village affairs and democratic administration problems, but also puts forward the suggestion on the system and analyses the future development trend of the villagers'autonomy to think and explore of the real way from the actual situation of rural society.
