Accelerating the reform of administrative system, compressing government agencies, streamlining government personnel, transforming government functions, constructing a service-centered government, improving the service government work performance and promoting the government's public service ability and the service efficiency , with no exception, are the main contents and the targets of the reform of administrative system. However, the government administrative efficiency and public service level, to the large extent, depend on the administrative efficiency, administrative ability and service ability, do depend eventually on the overall quality of civil servants and overall ability. Therefore, establishing a team of civil servants with firm politics, proficient business, honesty and integrity, a fine style, is the key to improving the performance of the government and the government's public service ability and level.As the significant means of evaluation civil servants'quality and ability, assessment of the civil servants has obvious and important role and significance in promoting the quality evaluation and civil administration, enhancing the overall performance and the government's public service ability and service level.But, as an necessary means of civil servants assessment, the evaluation index still exist many problems, such as the lack of integrity, operability, effectiveness and scientific, etc. It seriously influences the implementing civil servants assessment, greatly prohibits the overall quality and efficiency of the government administration, exerts a serious negative impact on promoting the construction and improvement.To improve the index of civil servants assessment and the overall quality and efficiency of the government administration, public service and management ability, this article, from prospective of the civil servants, attaches the importance to the problems of the evaluation index , deeply analyzes its deep reasons and puts forward some corresponding measures to promote its orderly good conduct. Through in-depth research, lack of effective combination between civil servants'practical work and assessment, lack of effective evaluation theory and technology of backward or malfunction, and the lack of scientific management of civil jurisdiction position classification are the source of the problems, of which the slowness of government administrative concept and function of remains the main existing problems of civil servant evaluation indexes.On the basis of analyzing and understanding the root problems, in the guidance of scientific development, through research achievements at home and abroad, such as the new public service theory etc, according to China's present situation and concrete practice of civil servants, this article provides objectively feasible contingency (moderate balance and elastic).According to the principle of civil law and other laws and regulations, it puts forward the evaluation index and evaluation contents, the effective on improving overall consideration, evaluation methods and theory, inviting opinions and Suggestions to strengthen countermeasures such as evaluation index of integrity, practical, scientific and effective.At the same time, it provides the path to establishing sound classification system of civil servants, transforming government administrative concept, speeding the transformation of government functions, solving the deep factors restricting the evaluation index, so as to realize the evaluation index of civil servants, and promote the specimen examination smoothly.
