The Problems And Countermeasures Of "Diligence Index" Evaluation System In The Assessing Application Of Grassroot Civil Servant

The assessment system of civil servant is the fundamental system for building civil servant team.One set of scientific and reasonable assessment system of civil servant has great significance on promoting the healthy development of civil servant team,as well as improving work efficiency and work quality of governmental department.This paper introduces the application and practice of "diligence index" evaluation system of the Yancheng branch of Industrial and Commercial Bureau.This paper analyzes the questions exist in the assessing application of industrial and commercial bureau of Yandu in Yancheng,and also propose the solutions.This work is in positive significance of improving the appraisal work of "diligence index" evaluation system of Yancheng Industrial and Commercial Bureau.This paper includes six parts.The first part is introduction,which introduces simply from the aspect of thesis's research background,research significance,research objective,research framework,research methods,technical route,innovation and deficiency,and so on.,It also introduces the development history of China's civil service assessment process,current assessment status and the main methods and experience of foreign civil service assessment.The second part is relevant theory and literature review.This part mainly expounds the concept related to civil servants and the civil service assessment.The third part respectively introduces the content of "diligence index" evaluation system of the basic branch of Yancheng Industrial and Commercial System and the actual application process on Yandu Industrial and Commercial Bureau.In the fourth part,through questionnaire,it collects the feeling and advice of basic level staff of the 8 basic level branches of Yandu Industrial and Commercial Bureau in Yancheng city to "diligence index" evaluation system.Through the analysis of questionnaire,this part concludes the matters existing in the actual application process of "diligence index" evaluation system and its cause.In the fifth part,it puts forward to further improve the countermeasures and suggestions of"diligence index" evaluation system assessment.The sixth chapter sums up the research result of this thesis and outlooks the development trend in future.This thesis applies the research method of literature review,case analysis and practice analysis to study the application practice of "diligence index" evaluation system of Yancheng Industrial and Commercial Bureau Basic-level Branch on Yandu Industrial and Commercial Bureau,sums up the problems existing in the practical application of the system and the causes of problems,proposes relevant countermeasures and suggestions,and expects to make some beneficial contribution to the improvement of system evaluation work.
