Building The Service-oriented Government With The Perspective Of Scientific Development Concept

Building service-oriented government is a task which is far more arduous than economic restructuring. This auduousness of the task urgently needs the guidance of a scientific world outlook and methodology. The put-forward of the scientific concept of development conforms to the historical trend and meets the objective requirements, for the scientific concept of development profoundly reveals the ways, models, goals and means of China's social construction are advancing Maxism conforming to the social trends. In this article, the author believes that if we want to build service-oriented government with the guidance of the scientific concept of development, first of all we should not only disclose new problems and solve these problems with developing perspective during the process of the building, but also insist on using the experience and achievements of development to serve the building of service-oriented government. Secondly, we must adhere to proceeding from reality in everything, specifically analysing specific issues and must adhere to proceeding from reality in everything, establishing public service system in line with Chinese national conditions and realizing the systemization, commonality, justice and socialization of public systems. Thirdly, we must scientifically understand and implement the "Peopel First" principle. The "People First" principle should be centered as masses of people, should firmly establish the dominant position of masses of people and should insist on respecting people, caring people, understanding people, loving people, liberating people, developing people. Our work should start and end in well realizing, well maitaining and well developing the fundamental interests of the overhelming majority of people and the long-term struggle of our work should be aimed at the comprehensive developments of people. Only with the guidance of scientific concept of development, can we deal with and coordinate series of relationships between government and market, government and society and government and masses of people and can we really establish a "fair, transparent, standardized, efficient" service-oriented government.There are some problems when building service-oriented government in contemporary China. Firstly, it is the lagging of the development of the system and the reform of the system. According to the pratice of building service-oriented society, local governments pay more attention to the building of specific operations. But these operations only optimize the operational levels of public service. The government hasn't realized its aim of providing efficient and excellent service. The fundamental cause is a lack of innovation of systems. Secondly, it is the immature development of civil citizens. Non-government organizations can not well undertake functions of micro-management and service during the process of transformation of government service and can not form good competition and cooperation relationships with service-oriented government. Thirdly, it is the lagging of performance evaluation index system. Although the building of service-oriented government is being carried out, the performance evaluation systems of local governments are still lagging, which can't be out of the traditonal center of GDP. It focuses too much on the utilitarian goals and causes the problems that the performance evaluations of local governments cannot be carried out correctly and efficiently. All these reasons for these are that we can't correctly understand the relationships of centralization and decentralization, the relationships of service and control, the relationships of government and citizens and the relationships of government and society.In the article, the author believes that in the present and future periods, we must continously improve the local government performance evaluation index system, which should be established in accordance with the requirements of scientific development concept; we must encourage extensive public participation and improve the main structure of the evaluation; we must formulate perfect relevant laws and regulations and standardize the performance evaluation activities. During the process of building service-oriented government, we are supposed to develop well-developed civil society and promote the healthy development of non-government organizations. We can realize the good cooperations between NGOs and service-oriented government. We must correctly orient the relationships between governments and non-goverment organizations. Government speeds up the innovation of the system and the supply and strengthens the public service capacity of non-governmental organizations. During the process of building service-oriented government, we must establish the systematic and matching modern public service system. We must establish perfect and systematic social security system in order to meet the requirements of the socialist market economic system. We must strenghten the establishement of public health system and effectively solve the weak problems of the public health system. We must establish flexible and efficient management mechanism dealing with social crisis and improve our ability of coping with unexpected events. We must establish sound public finance system. During the process of building the service-oriented government, we must adopt the standards of ISO 9000 quality management system which is based on new public management theory and restructure government workflow . All these will be necessary means and effective guarantee of improving our government service quality.
