"The decision of The CPC Central Committee's about a number of major issues on advancing rural reform and development"which had been thought on the third plenary session of the 17th central committee of The CPC (hereafter refers to as "Decision") pointed out that should"guide the graduates to serve the village, implement the plan a village of one graduate", to strengthen the construction of rural grass-roots cadres troop, improve the party's leadership. It can provide the strong political guarantee to realize a series of sacred and arduous duty, which contains speed up building a new socialist countryside, promote urban and rural overall development, thoroughly apply scientific outlook on development. To implement and realize the central decision-making well, Chongqing city had made"The plan of talents'construction in rural and township", it plans to supply one graduate for each village(total 9986) in five years, so that the proportion of students in the village's two committees is more than 30% until 2012.To optimize the structure of the rural and township personnel, improve the quality of talents, provide personnel and intellectual support for the construction of urban and rural overall development.But, some material demonstrated that the rate of loss of the university student"the village official"is serious, the rate of renewing a contract after two years is to be low. Surely, what happened contain their own problems, but the author believe that the construction of external system, especially the incentive mechanism in the post work is not perfect are important factors to contribute to their lukewarm and even loss.To solve this puzzle, fully mobilize the university student"village officials"initiative to promote the plan can be implemented smoothly. Under the guidance of the existing research contain the Western classical motivation theory and the research of incentive mechanisms from home and abroad, the author collected a certain amount of target samples by using survey methods, and using statistical analysis software to carry it out from the correlation dimension. In defining the"village officials"satisfaction, work motivation, awareness to improve work, understanding of existing incentive policies and incentive expectations, the author sums up the problems existed in the incentive mechanism belong to graduate"village officials"of Chongqing city, and reconstructed the incentive mechanism on this basis. The author hopes this research can play a valuable role in attracting academics join to this area, make it run smoothly.
