Since the college-graduate village officials' plan was put forward,it has development and grown more than ten years continuously.Nowadays,more and more people focus on this group,and the management system of the college-graduate village officials' plan has become a hot topic in the academic field.Among them,the incentive mechanism,as the basic element in the management system,plays an important role in the whole process of the plan execution.A reasonable incentive mechanism can excavate the potential of college-graduate village officials further,improve working enthusiasm and efficiency,affect the smooth implementation of college-graduate village officials' plan directly.At this stage,The party and government organs in various localities have promulgated the incentive mechanism for college-graduate village officials according to the actual conditions of various localities.However,in practice,it has been found that the incompleteness of the incentive mechanism has led to the lack of enthusiasm and initiative.For example,the training of college-graduate village officials' plan has not met the needs;the promotion channel is relatively single;the assessment is in form,the purpose of the assessment is not clear,the system of indicators for the assessment is vague and the assessment results can not be used appropriately.Due to different regional economic conditions,there is a big difference between the welfare benefits of college-graduate village officials in the same term,which has a negative effect on their working efficiency.Based on the questionnaire and individual interviews,this paper analyzes the present situation of the incentive mechanism of college-graduate village officials in Dalian objectively,and uses the incentive theory and draws lessons from the mature experience of the civil servant incentive mechanism,extending to college-graduate village officials team as an example of Dalian's.According to the problems in the present situation of the incentive mechanism for the college-graduate village officials,the root of the analysis problem lies in the lack of demand analysis and practicality of the training of college-graduate village officials;After the expiration of the service of the village official,the promotion of the post can not be in parallel with the promotion of the civil service post;Performance evaluation is not scientific;The guarantee of treatment failed to form a linkage mechanism with performance evaluation.The author puts forward some suggestions on the incentive mechanism.First,it is necessary to make use of the incentive effectiveness of the training mechanism,and formulate the long-term plan for the training with the needs,feedback,evaluation,forming the dynamic tracking.Finally,it is necessary to establish the feedback mechanism of training evaluation,integrate training into the performance evaluation of college student village officials,and dynamically track the training results.The second is to improve the promotion mechanism.Explore the policy of popularizing posts and ranks in college-graduate village officials and clarify the political development prospects of college-graduate village officials.The third is to establish a scientific performance evaluation mechanism.Implement an evaluation target management system,supervise and evaluate the mechanism system,and a linkage mechanism for performance appraisal.The fourth is to improve the treatment and security of college-graduate village officials.Increase the material incentives,and raise the subsidy standards according to the performance assessment appropriately.This paper focuses on improving the incentive mechanism of college-graduate village officials and hopes to explore the way of incentive mechanism countermeasures that are consistent with the sustainable development of college-graduate village officials.
