Our legal aids system was established in 1990's, whenas our socialistic legal system was formed basically and market economy was becoming principal in China at contemporary. The legal aids administrations were set up during these decades, by establishing legal aids institution; forming a professional group; having an official finance security; compiling and carrying out the regulations on Legal Aids; and developing the theory of laws; and etc. The nongovernmental legal organizations were also growing up quickly due to the contradiction of the gap between the legal aids demands of society and governmental efficient supply. Therefore, it is very important and necessary to encourage nongovernmental organizations participating in legal aids works by ensuring and re-concentrating the leadership of government on legal aids sector at the same time.
