Improve the efficiency of government to carry out the optimal allocation within government; it is the key issues to development human resources rationally. Management of people-oriented concept is an advanced management ideas in business management played an important role, its focus on the sublimation of human knowledge, emphasizes cognitive implement all activities of the fundamental driving force, and see the human resource as the most important resource, the most valuable asset. But in the government sector, especially the management of the civil service, People management concept has not enough attention, this article cites some absences of people-oriented within the current China's civil service system of human management; link the management of people-oriented with the action of the civil service to analyze its causes; and drawing on the theory of business management techniques were proposed by the corresponding strategies. To civil servants in our country through the implementation of human management to enhance the effectiveness of our civil service management, to further promote the working performance of the Government.
