The thought of people-oriented of our country has a long history and various developing processes. It is the crystallization of Chinese wisdom as well as the Chinese great creation. The thought behaves as the thought of ancient China, the thought of Sun Yie-sen, the thought of Mao Zedong, the thought of Deng Xiaoping, "Three Representation" thought and the scientific development concept. It can be said that this is a set of successive and innovative ideology. And it is our powerful ideological weapons for administering the country, establishing a harmonious society. Therefore, the Chinese Communist Central Committee has written the people-oriented scientific development concept into the 17th Major Work Report as a guiding flag of China's modernization. Carding this thought systemically, exploring its core ideas and value of the times, is conducive for us to understand this thought further. It is propitious for Chinese civil servants to serve our country and people well by building and using the people- oriented scientific development concept. And it is also propitious to promote the establishing of Chinese civil servants procession, to promote the win-win development of personal careers and public administration, to push forward the reform of Chinese administration system by building the people-oriented performance appraisal system of civil servants. The performance appraisal system of civil servants is a core component of the national civil servants management system. It can be said that the performance appraisal of civil servants is related to the success of Chinese administration system reform, the governing and rejuvenating of our country, the socialism construction with Chinese characteristics. Therefore, discussing how to improve the people-oriented performance appraisal system of civil servants has great significance for implementing the scientific development concept, cultivating persons with ability scientifically, improving the overall quality of the civil servants and our government.This article based on the expatiation of the thought of people-oriented of China, refines its core ideas as "for people, rely on people, respect people, serve people, develop people". Under the premise of the thought of people-oriented, it analyses the problems about the ideas, direction, basic principles, the procedures, the methods, the monitoring mechanisms in the civil servants performance appraisal system, then gives some relevant countermeasures and suggestions. Hope that these immature views can be useful for developing and improving the work in the civil servants performance appraisal under the thought of people-oriented scientific development concept.
