In this paper, I shall study the development path in the semi-official organizations case. And I shall research the necessarily of semi-official organizations through studying the official society, living environment, development, strengths and weaknesses from the increasingly standardized organizational construction, operational activities and the membership liaison. It will provide practical work experience to the operational guidance, regulatory agencies for reference when policy changes.First of all, I shall describe the history of the semi-official association. There will be a simple statement of the semi-official cases of the Shanghai Musicians Association, concerning its nature, purpose, the establishment and etc.Then, I shall describe the detailed functions of the Shanghai Musicians Association. The Government continued to transform to a service-oriented government. In this course Shanghai Musicians Association changed itself also. It has 6 working committees and 17 professional committees. In order to manage and supervise the subordinates Board, it requested the semi-official organization to establish new Societies Ordinance and the financial management regulations.Finally, it discusses its strengths and weaknesses, opportunities and development direction. This section will describe the status of the Shanghai Musicians Association, in particular, are the two prominent business: "Shanghai Spring" International Music Festival and the city's 11 professional music Grading Test. How can the existing systems under the policy and institutional reforms, to the semi-official community vitality and development of new space, new development opportunities of this article seeks to address the problem.
