With the transparency of China's media industry development and administrative process,more and more major accidents into the public view,attendant is a lot of responsible officer is "administrative accountability",by the public extensive attention. However,many officials in the accountability after a very short period of time will be back to work,this phenomenon by the public's widespread and intense questioning. At present,there are some organizations and scholars on the basis of the relevant research on the back of the accountable officials,and get some answers and results. In this paper,on the basis of the results of these studies,to be asked return of officers responsible for the concept of,official comeback lost fan causes and to society caused by the negative impact of and strengthen the official comeback rectification,the necessity of comprehensive exposition. In contemporary China,demonstration phenomenon in many asked return of principal officials is indeed exist the,such as being asked responsibility official comeback process opaque,time interval is short,and so on.Based on this,the author from China asked return of officers responsible for the actual situation based on,and combined with the social reality asked responsibility administration official comeback of typical cases,to leave the question front,investigate the things around to the ideas to solve the problem,to our country administration asked the principal officials comeback van problems and their causes,and try to put forward to establish and perfect the standard our country asked return of officers responsible for the related countermeasures to do a comprehensive exposition.The main contents of this paper are:The introduction part: first,explain the reason and significance of this topic. Two is the analysis of the present situation of the research. The three is to explain the research methods of this topic,including three kinds of literature research,normative analysis and case analysis. Four is the research of this paper,the difficulty and innovation points.The second part: the content and the necessity of the back of the accountability officials,the necessity to regulate the return of the responsible officials. This article discusses the focus is on the officials were asked,after the punishment or during the period after the government to re work.The third part analyzes the current situation of the responsibility of the responsible officials to return to the loss of. Is asked responsible official comeback forms are varied, most have returned,some low-key comeback,some public and transparent enough and in a very short period of time will make a comeback. From these points can be concluded,for the construction of the standardization and institutionalization of the official return of or less. That is to say asked accountable officials comeback is serious anomie.The fourth part analyzes the reasons and adverse effects of the return of the administrative accountability officials in our country. First, the establishment of a sound accountability of the official return process; the two is to strengthen the construction of official back supporting system; three is to tell around the cultural foundation of administrative accountability; four is to build a diversified social supervision system.
