From the Principal Officials Accountability System began in 2002 to the Further Development of the Political Appointment System came into effect in 2008, the two systems have arouse a series of extensive controversy, especially on the recent Political Appointment System in Hong Kong, among the people from all walks of life in Hong Kong.As the creator of the System, Hong Kong Government, shall hold the justification, states that the Further Development of the Political Appointment System may promote the efficiency of the Government, to insure the policies can be carried out more effectively; respond better to the demand from the public conform with the will of the people, improving the legitimacy of the government; to maintain the neutrality of the contingent of public servants, and help to improve the strain relationship between the excutive authority and the legislative council in the meanwhile. On the contrary, the opposition parties, which take Pan-democratic alliance of the legislative council as the key presentation, holds that Political Appointment System in Hong Kong is an excuse to expand the scope and power of the government, which may cause the willfully outspread of administrative aothority. On the views of the representative system oriented democratic approach, the act is contrary to the Democratic.In my oponion, in the period of which responsible government has become generally acknowledged outcome of the modern democracy, government and its principal officials have duty to take full politic responsibilities for the policies taked and the performance of their functions. The exist of Hong Kong's Political Appointment System is necessary. The thesis, starting with the background of Hong Kong's Political Appointment System, making a comparison with the Ministerial System which is different from the systems outside the region, claims that the existence value of the system in terms of theory, and the functions in practice. In the last place, the thesis point out the deficiencis of the system and provides the corresponding recommends for improvement.
