On the views of the representative system oriented democratic approach, the act is contrary to the Democratic.In my oponion, in the period of which responsible government has become generally acknowledged outcome of the modern democracy, government and its principal officials have duty to take full politic responsibilities for the policies taked and the performance of their functions. The exist of Hong Kong's Political Appointment System is necessary. The thesis, starting with the background of Hong Kong's Political Appointment System, making a comparison with the Ministerial System which is different from the systems outside the region, claims that the existence value of the system in terms of theory, and the functions in practice.
