Research On Administration Accountability By Outside Bodies System

Responsible government is an institutional design closely related to a country’s political structure and legal implementation and also is an important symbol and safeguard of political civilization. The key to establishment of responsible government is to fulfill the governmental responsibility by way of the accountability of the government. At present, our country is devoted to establishment of responsible government, the establishment and perfection of administration accountability system is indispensable for establishment of responsible government. With the further advancement of the reform of the administration system, the administration accountability system is developing fast. In terms of accountable subjects, the single-subject accountability and the allogeneic accountability can be categorized. However, the theoretical research and practice show that the allogeneic accountability more satisfies the demand of socialist democratic politics and is more effective for supervision and constraint of government and its staff. However, what is regrettable, the allogeneic accountability is absent, with regard to it, the scholars seldom discourse and the systematic dissertation hasn’t come into existence, for the later development of administration accountability of China and the influence of the tradition. Hence, deep research into the administration allogeneic accountability system is of theoretical and practical significance.The thesis includes five parts.Part Ⅱ is introduction.Part Ⅱ is the dissertation with regard to the definition, basic theory, connation, and characteristic and significance of the administration allogeneic accountability system.Part Ⅲ mainly analyses and studies the status quo of and the problems of the administration allogeneic accountability system.Part IV analyses and borrows from the administration allogeneic accountability systems of western developed countries and Hong Kong.Part V puts forward the suggestions with regard to establishment of our country’s administration allogeneic accountability system and procedure design.
