During 30 years of opening up and reform, China's rural development has made great achievements. But due to historical, policy, concepts, systems and many other factors, In social security, rural public infrastructure and public services lag far behind urban residents, rural residents have no right to protect or enjoy only minimal protection. National Congress Party put forward the strategic idea of urban and rural development, building a well to urban and rural economic and social development. Full play the leading role of cities and rural countryside to the cities to promote the role of urban and rural economic and social integration to achieve development. Urban and rural development should be urban and rural social security as a starting point, can achieve well-off society, the key to see the level of protection and coverage. Therefore, the author studies the Social Security System from the perspective of balance urban and rural development.Paper is divided into six parts.The first part is the introduction about this article. In the current, because of backwardness of rural productivity and rural economic development lagged behind, rural area is far behind urban area in social security, rural residents enjoy only minimal protection, and the urban-rural dual structure severely restricted development of agriculture and rural in China. National Congress Party put forward the strategic idea of balance of urban and rural development, and considers that building a moderately prosperous society must balance urban and rural economic and social development. Therefore, this article discusses how to improve the rural social security system at the perspective of balance urban and rural development.The second part elaborates the basic implication and requirements of balance urban and rural development in the social security system. First of all, it explains the basic implication of balance urban and rural development. It has at least the following basic concept of implication, including urban-rural integration, Unified plan, Equal treatment, Joint development. Secondly, it Analysis that the basic requirements of balance urban and rural development for social security system in China, and proposed that we should be noted that several aspects, including adhering to the policy-oriented urban-rural integration, uniform distribution, overall planning, fair coordinated development.The third section describes the relationship between foreign security system for urban and rural way of dealing with the experience. The author introduces the relationship between developed and developing team approach to urban and rural areas, and have inspirations from these countries. The author states foreign social security system in rural area, concludes that national rural social security system has many similarities, including after the onset, progressive, passive and legality.The forth part analysis the main problems of the current social security system for dealing with the relationship between urban and rural areas. The part of the analysis divides into seven aspects. Firstly, on social security project settings, China's urban social security system in its project has been a fairly complete set, but the rural social security system set up in some projects still in the blank. Secondly, on the sources and operating modes of social security funds, Social security funds come from the state, collectives or companies, individuals, and countries share the biggest investment. State the main input into social security for urban, low investment in rural social security, rural social security burden of funding the collective and the farmers themselves who fell. Thirdly, rural social security coverage is still too narrow. Fourthly, Urban and rural gaps in social security benefits are enormous. Fifthly, the level of urban and rural social security services vary is widely. Sixthly, on the aspect of social security management system, Social Security Fund by the local government to manage the subsidiary bodies, the rural social security funds were misappropriated and squandered the situation is very serious. Lastly, on the aspects of the legal system of social security, there has only the "Regulations for rural five guarantees" the Ministry of laws and regulations in rural social security of China.The fifth part elaborates the rural social security system improvement at the perspective of balance urban and rural development. The author explains that improving the rural social security system should follow the principles and makes number of observations. The author believe that improving China's rural social security system should follow the following principles, including a unified deployment, coordinated development of urban and rural areas, Reasonable difference, combination of central and local, overall layout, step by step forward. Meanwhile, the author has a few suggestions about improving the social security system, such as to set up a national new rural endowment insurance system, and gradually increase the security project to establish a sound social security system in rural areas.The last part is the conclusion. The author believes that China is a developing country which has the majority rural population should not provide farmers high standards of social protection comprehensively as western countries for quite a period of time. According to urban and rural development concepts, we should proceed from China's national conditions, continue to explore the situation of China's rural social security system, gradually narrow the difference between the urban and rural social security in the project settings, coverage, security benefits, social service. Only in this way, we Can be achieved in rural and urban social security of the fully aligned with the formation with Chinese characteristics, improve, and urban and rural social security system.
