To seek public administration efficiency and public accountability is the inevitable result of economic globalization, general adoption of the market principle and the trend of government democratization. Since the mid-20th century, 80 years, to response to the environment conditions of technological advances, globalization and international competition and to solve the fiscal deficit and public trust issues, Western countries generally adopted a public responsibility and customer supremacy as the concept of government staff performance appraisal measures. The Civil Servant performance appraisal then become a topic in tune with the times extremely. In our country, the promulgation and implementation of "The provisions of the civil servant examination (for Trial Implementation)" makes the assessment work gradually becoming an institutionalized track. However, because these provisions are too principle, assessment levels and modalities are single, evaluation index and criteria are vague, it is difficult for those to master the examination, leading to the poor accuracy of examination results and difficult to compare.In this paper, from the actual situation of a Bureau of Guangzhou, then study and summarize the work of the Civil Servant performance appraisal practice , in-depth and based on the theory of performance evaluation , to build a new civil servant system in line with the actual performance appraisal system as the goal, the introduction of Western concepts of performance, carried out historical research of China's civil servant evaluation work , summed up the practical experience of this work, analyzed the existing system deficiencies, combined with the theory and practice of foreign performance appraisal results, proposed the establishment of the policy of a viable performance appraisal system , such as the principle of combining leader with the masses, the principle of combining usual with regular and so on; also from the theoretical and technical point of view to reconstruct Guangzhou Municipal Bureau of the civil servant examination system, including the appraisal and evaluation objectives, evaluation content system, evaluation methodology and the results of the exam application system, and achieve a good combination of theory and practice to find a practical way to the civil servant performance assessment.
