| Adhering to the road of peaceful development is an important guiding ideology when Hu Jintao, the general secretary of CCP and the central collective leadership make the international strategy and foreign policy. China's peaceful development is a common development process of domestic and foreign affairs. The development is determined not only by its national conditions, but also by international environment, especially with the development of globalization and information technology. However, the fact is that the international public opinion is not always in favor of China's peaceful development. Under such a condition, creating a good national image and enhancing soft power become an urgent need for China's peaceful development. Compared with traditional diplomacy, public diplomacy is much better at creating national image and enhancing soft power.Accompanied by the openness of foreign affairs and the development of mass media and the rise of civil society, public diplomacy has emerged as an important diplomatic activity. Originated in the 1960's US, public diplomacy is a kind of diplomatic activity that a country's government or an organization authorized by the government or individuals make foreign people understand and support its domestic and foreign policy by public information transmission and cultural exchange in order to achieve national interests. Public diplomacy is an important way to create national image and enhance soft power.This paper discusses public diplomacy in the following four pars in order to make public diplomacy contribute to China's peaceful development road.The first part outlines the public diplomacy. It explains the background of the rise of public diplomacy and defines the public diplomacy. It also details China's public diplomacy and its development.The second part proposes that public diplomacy is an urgent need for China's peaceful development and explains the reasons that public diplomacy is an urgent need in three ways. To create a good national image demands public diplomacy; to promote national soft power demands public diplomacy; to build harmonious society demands public diplomacy.The third part clearly explains China's successful practice of public diplomacy in the new century. Being an important way to understand China, public diplomacy is paid much more attention, the party and state leaders explained the importance of cultural exchange many times.The fourth part, based on the explanations of the problems during the development of public diplomacy, explores the current ways of public diplomacy. It points out that in order to develop public diplomacy, we should support and raise awareness of public diplomacy, rich the ways of exchange and make a public diplomacy system with Chinese characteristics. |
