The Comparative Study On The Development Process Of Public Participation In Government Performance Evaluation In China And West

At present, Public Participation in Government Performance Evaluation has become an important tool of Government Performance Evaluation, but it has gone through a slow process from scratch to come. The development of Public participation in government performance evaluation is reflected in that the public assessment implementation is whether independent, the breadth of the participation, the size of the right to speak in the participate and the impact on the results of the assessment, but that is a continuous development and improvement process, which is not easy and has its own law of development. The development of Public Participation in Government Performance Evaluation related to the process of the administrative democratization and the improve of the government performance measurement system, and referred to all aspects of the government management and the public participation, but the study on the development of Public Participation in Government Performance Evaluation is little in our country. Accordingly, this paper centered on the main lines of "the development of the Public Participation of Government Performance Evaluation" to provide a good development direction for the Public Participation of Government Performance Evaluation in China, through the comparison study on the development process of China and West.In this paper, it illustrated the rationality and legitimacy of public participation, through the theory of the democratic administration and.public management, divided the development process of the public participation of Government Performance that based on the development theory (the ladder theory of public participation) of public participation in government performance evaluation, described the characteristics of various stages of its development process. It introduced the development process and their characteristics of Public Participation of Government Performance Evaluation in the western countries and China, summarized the achievements and the factor that blocks the development of Public Participation of Government Performance Evaluation in China. This paper summarized the similarities and differences of the development process, through the comparison study on the development process of Public Participation of Government Performance Evaluation in China and Western countries. And then, this paper analyzed the deep-seated reasons for these differences from those aspects of political system, public management, cultural heritage, to provide the basis for our reference in this area. Finally, on this basis, this paper analyzed and proposed the development trends of Public Participation of Government Performance Evaluation in China and Western countries, especially the analyzed and summarized of the possible development of that in China.
