The Grounded Theory Research On The Construction Of Liaoning Municipal Administration Service Center

With the strengthening of the administration system reform, China has made many fruitful explorations and innovations in the administrative reform. In recent years, the establishment of the administration service center by the regional governments is an important step of the administrative reform. The current administration service center is one kind of administrative service composing of various government department functions as well as providing effective, convenient and transparent service for citizens. The administration service center has realized the significant transformation of the mode of government administration. However, because of lacking the entire designing of administrative system, it is only a transitional organization form at present. In the long run, the administration service center pattern should be the choice of Chinese public administration reform inevitably.The paper studies on the municipal administration service center in Liaoning, analyses the theory and the realistic background, and elaborates on the development situation and the running result of Liaoning municipal administration service center. Further more, the paper discusses the problems of Liaoning municipal administration service center construction, through the cases analysis of Shenyang, Dalian, Anshan and Fuxin in Liaoning Province from the empirical angle. This research has taken the Grounded Theory and the interview methodology to make half-structural depth interview to 14 administration service center staff, to code the research material, to make quantitative measurement by the qualitative analysis software Nvivo7, to carry on the attention analysis, the code impacting analysis, the regional disparity analysis, the duty variance analysis and so on according to the results of the Grounded Theory. The paper scientifically analyzes the problems and the reasons in the operation of administration service centers in four cities, proposing the representative ways to construct and perfect the Liaoning municipal administration service center according to the conclusion in the end. I hope that the research could provide valuable references to the construction and development of municipal administration service center in the future.
