Research On The Construction Of Fuzhou Municipal Administration Service Center

The construction of service-oriented government is an important part of the development of socialist democratic politics, also is the primary goal of the Chinese government development. As a service-oriented government, the administrative service center relies on advanced information technology, providing convenient and efficient integration services for individuals and enterprises. The development of administrative service center simplifies procedures and improves administrative efficiency and enhances the quality of service, which is a challenge to the organization model of traditional management government and a breakthrough towards service-oriented government.Basing on the research at home and abroad, taking the theory of seamless government and the government process reengineering as the foundation, the paper analyses the construction experience which has accumulated and the problems in the process of development, and puts forward the countermeasures and suggestions, by the research of the national service industry standardization pilot units——Fuzhou municipal administration service center, hoping to provide useful ideas for the construction of the local administration service centers of China in the future.Fuzhou municipal administrative service center plays an important role in promoting decentralization and promoting the speed and efficiency of the administrative examination and approval service. The main construction experience includes five aspects: simple approval mode, optimizing the business processes; organic organizational structure, improveing administrative efficiency; standard mechanism of management, ensuring orderly and specification; culture form diversification, enhancing the public service concept; interactive overall construction, ensuring the sustainable development. At the same time, Fuzhou municipal administration service center is facing some problems in the development process: the legal status is not clear, ideas is not easy to changing, business process reengineering is not comprehensive,department coordination is inadequate, the level of informationization needs to be improved, individual onrush is to be fit and so on. In order to promoting the efficient operation and the sustainable and healthy development of Fuzhou municipal administrative service center, the paper puts forward to six suggestions: to formulate local laws and regulations, strengthening the building foundation; to change ideas, broadening the service channel; to promote the business process reengineering, optimizing the construction of the core; to innovate organization structure, strengthening coordination; to enhance the level of informationization, strengthening the construction of security; to speed up the reform of administrative examination and approval system, improving the external environment.
