Equalization of basic public services is a major move to social transformation in the crucial period in China, and an important way to solve the main contradiction in our society field. With the change of government functions and the proposed building service-oriented government, public service functions gradually become one of the most important functions. So providing generally equal basic public services to members of society is the priority among priorities when the government performs its public service functions. The realization of equalization of basic public services is not only related to build service-oriented government, but also to social stability and development. In 2006, since equalization of basic public services was submitted in the Party "Eleventh Five-Year Plan", the scholars research equalization of basic public services issues from different angles. So in this paper based on existing research, first, begin with the connotation of the equalization of basic public services. Define the connotation of the equalization of basic public services by analyzing the basic public services and the equalization one by one. Second, analyze development course of the equalization of basic public services and summarize achievements of the equalization of basic public services in China. Then analyze unequal supply problems and reasons which still exist in basic public services. Finally, basing on analyzing the deeper causes of system, I propose that the system is the basic conditions to ensure the realization of the equalization of basic public services. To realize the equalization of basic public services, system must be designed, that is to achieve equalization through arranging the basic public services system rationally.
