There is just a one-word-difference between "Rule of law" and "rule by law". But the difference is essential. The concept of "Rule of law" is imported from western countries. The traditional notion of law in China is quite different from the present one which should contain:rule of good law; supreme authority; due process; the quality to meet diverse value demands and independence from external factors.After the founding of the People's Republic of China, we at first advocated "rule by law", which now turns to the advocating of "rule of law". This indicates the building of the system doesn't mean the exact implement of law. So, as the maturity of the law system, what should we do to establish a "rule of law" country? Perhaps our country lacks the ground of rule of law, but, freedom/fairness/justice and human right which are pursued by the rule-of law-country are commonly pursued by any other country. Therefore, only the majority people of this country have the conscious of pursuing a rule-of-law country, can they do in act and make it come true. For this reason, we have to popularize and complete the rule-of-law consciousness.The first part of this article mainly focuses on rule of law and rule-of-law consciousness, defines the concept of rule of law and analyzes what qualities should it has. Meanwhile, it points out the importance of rule-of-law consciousness to the building of a rule-of-law country. In the second part, this article takes DengYujiao-case as an example, dissecting from the aspects of supervision of government power, judicial independence and supervision by public opinion, then get the conclusion that even though people's rule-of-law consciousness have been improving, there still are lots of urgent problems should be solved. As to the third part, this article starts with Chinese traditional culture, analyzes the reasons of lacking rule-of-law consciousness in modern China. Afterwards, the author comes up with some ideas at the end of this article, as a result of trying to solve the problems.
