The Dilemma And Breakthrough Of The Policy Implementation Of Grass - Roots Government In Shanghai

Policy implementation is an important component for the policy to take into function, and is the key to determine whether the policy objectives could be reached eventually. Since the beginning of the 21 st century, governments at all levels have put forth numerous economic and political policies, most of which have been well implemented with deserved effects. However, there are still some policies that did not reach their goals. The reason for this unstained results is mainly due to policy implementation, especially the policy implementation at grass-roots levels. Therefore,to further study the problem of policy implementation at grass-roots levels has major and immediate significance in policy making and functioning. Therefore, we focused on the current problems that lie in policy implementation of Shanghai Municipal Government, using the theory of public policy implementation in this paper. It is indicated that although most policy implementation jobs of Shanghai Municipal Government deserve great recognition, there are several aspects that need to be improved. Those areas include "the higher have policies while the lower own ways of getting around them" tendency in some places; partial execution of policy from time to time; policy implementation without real action(on paper and oral levels only);unsatisfactory results of policy implementation; as well as opaque policy implementation process. Causes of the above problems come from both subjective and objective factors, as well as policy environment factors in policy implementation.The subjective factors are wrong attitude of leading cadres towards performance,inadequate capability of grass-roots government officers, local benefit ideology and insufficient communication among grass-roots government departments. Whereas the object factor is mainly reflected by the unacceptance, in-compliance and in-coordination of common people towards certain policies. And the policy implementation environment factors include imperfect government performance management system and restriction from traditional policy implementation patterns.Thus, to solve the current dilemma of Shanghai Municipal Government policy implementation, this paper suggests three ways to tackle the problems. First of all, we must strive to enhance policy execution capability of grass-roots government officers,including improvement of the comprehensive quality of government officers at grass-roots levels and overcoming the negative impacts from local benefit ideology.Secondly, we should make efforts in order to receive the understanding and support from policy implementation objects. Besides, we will also need to create a favorable environment for policy implementation. To this end, it will be necessary and critical to establish scientific performance evaluation system for the grass-roots government, put the fair, just and open policy implementation into practice and change the pattern for the execution of policy implementation.
