In 1950 west Germany began to implement the system of government employees.so far in the United kingdom.Australia.New Zealand and other countries the proportion of employees in governmeat workers accounts for 20 percent in average and even in some counties the proportion is up to 40 percent and 11.9 percent in Japan.In our country the system was first introduced by the JiLin provincial Gevernment.In 2002 Administrative Measures of JiLin people's Government employsse was carried out and gave out the definition,that according to the spocial needs of work,the government agencies employ the professional and technical personal like law ,finance,trade,information and others.They don't have administrative duties neither the exercise of administrative power nor administrative take-in.they work for government or some department.Following Jilin.Shanghai.Yangzhou.Suzhou.Changsha and other places learn the system of government employees that has introduce system of management practices and introduce more and more employees.On one hand the existing civil service system in the recruitment of high tech talents has flaw and the system of government employees as effective complement is warmly welcome by local governments.on the other hand the country has not put forward the legal provisions for employees in order that the system is no legal protection.According to the above it is the general trend that the system is carried out deeply and innovation and reform is continued.The purpose of the paper is that for improving the system, the experince abroad is analyzed and the experience demestic is summered up. Thus, the paper tried to find the way to complement existing system and avoid increasing the burden on the people.It is the argument of the paper that as the effective complement the system will integrated into the civil service system. The further aim is to promate China's civil service management system. The theory is based on PRC civil servant Law on Jan 1st, 2006. The new appointment on civil servants marks the recognition of the employees, which indicates that the system can be integrated into the civil service system as effective complement.Although the development of the system has significant achievement, same inadequacies still exise. Firse PRC Civil Servant Law does not use the name of government employees. Second in the recruitment same governments increase the number and result in excessive officials.Third in China the servants are life-tenure, so no dismission will happen without lawlessness or major accident. Employees and servants can't change their posts in order not to enhance the efficiency. Forth/after the expriry the employees will face the rick of umemployment. Last the employees work under the command of some leaders, and they will face many pressures and constraints.To solve the above problem, the paper proposes the new idea. First the experience comes to conclusion, the system vigorously develops and the appraisal system is established. The establishment of experts groups ensures fair and equitable recruitment. The resonable evaluation system will integrate the feadback of leaders, expert groups, the employees themselves and customers. By reducing the gap between employees and servants on welfare, more protection will be given to the employees to remove theire worries. The salary survey system is established to achieve the equal pay for the same position in the same region. Second the conversion channel between the employees and servants is established. Third the professional and technical posts are established in civil service system in order to recruit the personnel from both the public and the employees. Finally in order to perfect the civil service system, the regulation for the employment servants will be refined and those for the employees will be introduced.The paper sums up the application on the system and gives some views on further development. The sector belongs to human resource management. The system is new theory of public human resource manaement practice in China. By studying the system, we will further improve our existing system and eliminate the bad social phenomenon. At the same time, the introduction of corporate management concept will solve the lack of high-tech professionals. The paper will has important value and meaning in the improvement of our current civil servant system and the introduction of advanced management theory from west.
