The Study On The Dilemma And Measures Of The Accountability System In Mass Emergencies

Accountability system derives from emergency management. The scope of accountability is mainly in emergencies, and group events are typically representative events in frequent emergencies. In recent years, with the social transformation and deep reform of China, various deep-seated contradictions have become increasingly apparent. It causes a lot of mass emergencies which is a serious threat to our country's social stability, causing the government's great attention. Accountability to the officials is a new subject and severe challenge placed before our party and country. The practice of the accountability system dates from SARS in 2003.Several provincial officials are accountable to the events and from which accountability begins. After this, due to the attention and exposure to mass emergencies by the mass media, accountability to the relevant officials is carried out and strengthened which is gradually entering the political life of our country and highlights a new round of political reform in China. The arising of the accountability system, which shows our determination and perseverance to build a responsible and service-oriented government, which also demonstrate the advance of China's democracy and political civilization.In this thesis, the Entrust-Agent theory, the Public choice theory, Good governance theory are used as the theoretical basis. From the perspective of political science, administrative science, and ethics and other academic, the standard analysis, literature research, case studies and comparative analysis and other research methods are used to describe in depth the development trend of group events and their impact on social stability. Through the "Weng'an Incident" and "Shishou Incident",the analysis on two cases the author try to explore the existing accountability system problems on the mass emergencies, and then puts forward the suggestions on construction of accountability in mass emergencies, that is to enhance the different body accountability, define the object of accountability, expand the scope of accountability, standardize the accountability procedures, improve the relief and comeback mechanism for officials and so on, expecting that the research will be beneficial to the perfection of accountability.
