The Research On Establishing A Rural Old-Age Pattern Combined Family Supporting And Social Security

Aiming at the problem of rural ageing more and more serious and the reality of endowment, the paper based on the sociology theories of international economic exchange and welfare economics,etc. through the empirical methods of questionnaires survey and case interviews,take the farmers in Xiangcheng District, Xiangfan City, Hubei Province as the investigation object,analyses the system of pattern of provision for the aged in current countryside,then points out the existing problems, finally discusses the appropriate old-age endowment patterns with the demands of farmers, and draws the following conclusion:First, family support is the most primary pattern in rural area.Most rural elderly rely on their families and themselves. The survey shows that more than 90% rural residents are at home when they are old, and institution endowment is not existed actually, and family endowment is the first choice for rural residents, nearly 80% choose this pattern, family support for old-age has a long history and will go on.Second, the current family endowment in rural areas face many difficulties, Consistent with the current status of the rural areas, this study also proved that although the Rural Family Support is in dominate, the family pension face many difficulties which can not block the important task of rural endowment lonely. The China's family planning policy made the structure of family and population changed,so that weaken the function of family pension, though the family pension will continue to exist, social security system in rural areas need to establish and perfect.Third, now the social pension insurance system's coverage is still low and this system is not common in rural area, but the government has made a purpose to launch a national imperative of social pension to satisfy the need of people in rural. The current rural social endowment insurance either existed namely, or only carried out in developed rural regions, the real welfare social pension insurance system has not covered all rural areas. Social pension insurance system plays an important role in maintaining social stability and promoting common development of urban and rural areas as a social "safety valve". Although the surveyed area has not implemented the rural social endowment insurance system, the farmers were highly anticipated. The data shows that 90% of individuals believe that the social security in rural areas is necessary and desire to participate.The demand of social insurance caused by not only the real difficulties, but also the impact of idea changed and the populartion of city's living habits in rural areas.Finally, now rural residents wonder rely on both their families and the social force, they need an old-age insurance pattern which combine the family and the community named Socialized Home-inhabited Care. This pattern for old-age security meets the old-age security needs of farmers, it not only has both the advantages of family pension and social pension, but also avoids the disadvantage of family pension which was short of financial support and social pension which was lack of emotional function, so it is an appropriate old-age security pattern which adapted economic development in rural area.
