| Objective: Comprehensive and systematic assessment of family planning technical service institutions in infrastructure and services status in rural areas of Anhui Province, and providing recommendations and exploratory program for its key problems.Methods: This study is an extensive literature review and in-depth theoretical analysis so that it has determined the research methods and measuring tools. Survey research data collected by letters of investigation in northern, middle and southern Anhui Province, it has randomly selected 6 counties from northern and middle areas and 7 from southern, a total of 19 counties as the letter of the investigation scene. By the Anhui Provincial Family Planning Commission drafting a document, together with the completed questionnaires and filling rules, it has been sent to the selected county of family planning agencies, and then distributed to each county's jurisdiction of rural family planning agencies. The township family planning agencies will cover the official seal on the completed questionnaires and deliver them to the local county-level family planning agencies, and then return them to the Family Planning Commission of Anhui Province. It has finally collected complete information of total of 19 counties in 17 county-level family planning service stations and 336 townships family planning service agencies. Obtained information through Epidata3.0 that establishes an inputting of database, it has used SPSS11.5 package for its statistical analysis and processing.Results: 1.The situation of infrastructure: the rural family planning technical service institutions has got inadequate investment on infrastructure, and business houses can not reach the state's required standards and there exist large area of dilapidated houses; The install rate of some administrative or technical offices (such as contraceptives room, medical imaging room, ECG room, etc.) is inadequate , the number of beds set up and the types of drugs equipped is inadequate; Instruments with the equipped rate is not high, renewal of equipment is fairly slowly. 2. The situation of equipped human resources: the number of technical staff is not enough in the rural family planning technical service institutions, especially professional and technical staff with qualifications , what is more, overall quality is not high, education and job title structure is unreasonable, and integrated services is even weaker. 3. The situation of the service supplied: (1) The provision of basic services: Anhui county family planning service agencies can provide contraception, birth control, reproductive health and a series of services, but there are some differences on the capacity requirements of the basic technical service between the county service station and those of the township. (2) The availability of screening tests: the scale of the laboratory examinations carried out in Anhui county family planning service agencies is high, but the proportion of rural institutions is low.(3) The situation of quality works in the family planning service project: the county family planning service agencies in Anhui Province have carried out a certain degree of integrated control programs of reproductive health, male reproductive health, adolescent and reproductive health programs and projects, but the service activities are unbalance; Birth defect intervention project of undergoing genetic testing (PCR) activities has been carried out low; Project-related activities of contraceptive side effects and informed choice of control has been carried out up to a higher proportion.Conclusion: With the economic and social development, the change of the medical model and the development of population and family planning strategies, family planning technical service institutions in rural areas have faced many problems and difficulties. To solve those problems of family planning services in rural areas of Anhui Province, the methods are as following aspects: 1. It should increase government funding to strengthen the family planning technical service institutions in rural infrastructure construction, and improve the conditions of family planning services. 2. It should enhance the professional and technical personnel standards and quality, and promote family planning workforce career development. 3. It should meet the demand of people for the further expand family planning services. 4. The cooperation between hygiene and nursing, it should make fully use of network of family planning departments and the health sector personnel, technology and jointly improve family planning and public health work in rural areas. 5. It should demonstrate its own characteristics, increase family planning propaganda, and improve their own competitiveness.
