The dual tasks of post-graduate education in China are to train high level personnel for the community and develop technology, which occupy an important position in modernization. Since the enrollment expansion, China's post-graduate education have seen significant development and promoted the process of China's higher education. At the same time, also with some problems, such as academic graduate students and professional graduate students not clearly defined, academic misconduct, illegal recruitment and education corruption. The root causes of these problems are that the system of post-graduate education has always been accompanied by low efficiency around. As we all know, in the case of inefficient education system, educational activities or education authority fail to be binding, while educational activities under the opportunistic tendencies will get off track and avoiding the proper supervision and punishment. From an economic perspective, the substance is the redistribution of power and interests and adjustment. In the field of post-graduate education in our country, the subject of education includes government, higher education organizations, and educational demanders. In essence, the development of graduate education, that is, is the process of changing its system. Government has played a leading role in its change. As the government can not control all the affairs in higher education, which would have a transition of power by the process of "Government-Local government-Graduate education organization",then to achieve decentralization of power step by step. As a result, government and government officials use public authority to set rents, while higher education organizations have rent-seeking for more resources and powers and education demanders brides in order to secure high quality educational resources,which are a serious impediment to the healthy development of China's post-graduate education.New Institutional Economics provides us with a unique research perspective, so that we can recognize the interest relations between these things through the appearance, and explanation of these phenomena will be more convincing. From the performance of the system inefficient, through typical case analysis by the field of education, based on the system environment analysis, the article determines the reasons that caused the system inefficiency from there levels:government, graduate education and organizations, and finally proposes solutions,namely:government should do something,reasonably define its role in the post graduation institutional changes and moderately decentralize its power; graduate education organization itself should overcome conventional thinking of path dependence, actively perform institutional innovation, and coordinate the relations between government and the educational demanders;educational demanders should establish a rational view of appropriate resources for quality education. Through analysis of three levels, the article further reduces impact of system inefficiency on the graduate education, ultimately achieves the goals to change its path.
