In recent years, China has achieved rapid development of higher education, while the decline in the quality of higher education has become increasingly aroused widespread concern. To enhance the quality of education, improve management practices, innovate mode of talent training, the major colleges and universities are following steps of foreign universities to put the undergraduate tutorial system into practice. The undergraduate tutorial system is beneficial to establish harmonious relationship between teachers and students, reduce the burden on the counselor and perfect elective system and credit system and so on. Thus further improve the quality of training in colleges and universities. Now the trial time of the undergraduate tutorial system is shorter, understanding of undergraduate tutorial system is not sound, the related system is not comprehensive. These reasons cause the undergraduate tutorial system not take its huge effect.The research is divided into five parts. The first part is the introduction, First of all, from the domestic relevant background and the present condition of the higher education illustrating the origin and significance of the topic of this paper, demonstrating the necessity and urgency of the implementation of undergraduate tutorial system; Secondly defining the core concepts that this paper use, the tutorial system, tutorial system and new institutionalism. Thirdly the research achievements of tutorial system in our country were reviewed, and points out the problems existing in current research. Finally putting forward the research hypothesis and the research thought in this paper. The second part is detailed interpretation of sociological institutionalism, historical institutionalism, rational choice institutionalism, and three analysis path are integrated into a macro-meso-micro new institutionalism analysis framework; The third part, tracing the origin and development of undergraduate tutorial system, On this basis, summarizing the characteristics of the current popular two patterns of tutorial system, American pattern and British pattern.The new institutional analysis framework is used to briefly analyzing the history of the undergraduate tutorial system. The fourth part, through questionnaires, interviews and other research methods, we have a sight of the undergraduate tutorial system of E college of H university, and points out the problems existing in the tutorial system in the concrete practice. and applies the analysis framework of new institutionalism into the undergraduate tutorial system to analyze the reasons from macro culture, medium system and micro actors; The fifth part proposes relevant Suggestions and measures to perfect the current tutorial system on the previous part of analysis of reasons. Through this research, this paper holds that the generation and development of the tutorial system is not accidental, it takes root in profound cultural tradition and concept of education. The implement of undergraduate tutorial system is a systematic project. In the implementations of the tutorial system in colleges and universities at present, many problems existing in the process of a trial or implementation. These problems are related to the imperfect system, but also we should jump out of the system itself, to concern about the culture behind the system, the environment of system, and the relevant actors under the new institutional framework.
