The Research On Government Role In Mass Sport Events

Mass sport events gradually become a highlight of the mass sports in Shanghai by the governmental organization and the energetically participation of various social. Mass sport events present the characteristics of the more normative organization, the more diverse forms, a wider range. There is a corresponding internal and external environment in mass sport events from the early stages of germination to a higher level.Due to the the ability to organized coordinate in various affairs and the enormous resources, such as macro-control,the power of administrative regulations, and various means to manage the current problems, the government should take over the mass sport events, which is the vital demand of the masses.Therefore, there is high theoretical significance and practical guiding value to research how to fully play the government role in the mass sport events has.Choosing the government role of Shanghai in mass sport event as the research object, the paper offers competition situation of the government role in the mass sports with a in-depth research by the methods of documentary and experts interview, questionnaire and case study analysis. Using the new institutional economics management system and other related theory, this paper defines concepts of the mass sport events first and analysis the condition in the mass sports management and "blind".This study is composed of five parts:(1)define the concepts of the mass sport events and the government role; (2) system research to the organization network structure of Shanghai mass sport events,the relevant policies and regulations, charging status etc.;(3)the basic characteristics of mass sport event participants;(4) the effect factor of participants take part in mass sport events; (5)the analysis on government role in mass sport events and development goals; (6) based on the theoretics and empirical studies, using the sustainable development theory and modern management theory, the paper offers some ideas and countermeasures of the government role in mass sport events.Presentation of results are as follow:(1)There is a corresponding internal and external environment in mass sport events from the early stages of germination to a higher level.(2)The mass sport events is a kind of sport events, having the basic attributes of sport events which also attribute to mass sport. Using public sports venues and other places of sports facilities, the mass sport events is the organizational and potential mass sports competitions with culture background, playing in certain competition rules, customs and traditions.(3)The mass sports events are important means to develop and promote mass sports, thus to meet the increasingly diversified demands of people, to kick-start growth in consumption, to push pull the rapid development of sports industry;From the angle of urban development, the mass sports events can become platform to construct city spirit, to improve population quality, to strengthen urban comprehensive strength;(4)The management of mass sport events are mainly by administrative domination. The time of mass sport events are mainly concentrated on November and winter and summer vacation;(5)the basic characteristics of mass sport event participants;(6)The effect factor of participants take part in mass sport events including: the level of management, publicizing and popularizing and external excitation.
