Research On Public Stadiums Management Mode In The "Yangtze River Delta Area"

The development of the public stadiums is the hardware foundation for a country or a region. The satisfactory level of the public stadiums and operational status, not only reflected in the region of the country's level of development of sports, but also an important symbol of modernization. However, the operation and management of the public stadiums is still a worldwide problem, China's sports facilities are in the same situation.The " Yangtze River Delta Area " is one of the most prosperous regions in our country. There are many public stadiums in this area. So how to use these public stadiums efficiently is not only related to the common people's benefit of The Yangtze River area, but also related to extensive mass fitness programs development. So it means a lot to the public stadiums for researching the management mode of The Yangtze Delta River Area, and also means to public stadiums in other region operation.This paper is mainly focusing on the management mode of public stadiums in the " Yangtze River Delta Area ", which based on sports industries and enterprise management related theories. Four research methods are covered in this paper, such as literature, field trips, expert interviews, logical analysis.The conclusions can be draw as follows:First, there are mainly four types of management mode of public stadiums in the " Yangtze River Delta Area " now:Separation of ownership and management mode, institution management mode, institutions and enterprise management mode, outsourcing management mode;Second, the "Yangtze River Delta Area" of different management modes of public stadiums has their own advantages. Separation of ownership and management mode own the advantages of clear property rights, making their own decisions, self-motivated and effective way to avoid the loss of public stadiums of state-owned assets; Institution management mode is conductive to public service functions of public sports stadiums and effective implementation, which can maximize the social benefits of venues; While institutions enterprise management mode through administrative and marketing two ways to allocate resources, which can effective balance between public sports economic and social benefits; outsourcing management mode t with the form of contracts established by the modern enterprise management system, professional management experience, can maximize the economic benefits of public stadiums;Third, there are different problems existing in corresponding management modes of the "Yangtze River Delta Area" public sports facilities. due to having no direct administrative relationship with government sports authorities and huge pressure of business development the separation of ownership and management mode of public sports facilities are easy to leading to public service functions shortage, while institution management mode have a disadvantages of public sports facilities lack of management autonomy, low employee work motivation, inefficient allocation of resources; Institutions and enterprise management mode are usually have a great, complex organizational structure, operating mechanism of two side by side, causing could easily lead to corruption; Outsourcing management mode of public stadiums with contract specialist has more limitations to monitor, due to over-control facility operating costs, could easily resulting in lower service levels, security risks, and many more questions;Fourth, proposals to further optimization of "Yangtze River Delta Area" management mode of public stadium are as follows, government departments should make clear the nature of public stadiums and provide policy guidance; It should also speed up the pace of reform of public institutions and institutions to implement performance appraisal mechanism; to formulate and improve the supervision and inspection mechanism to ensure that public stadiums and increasing the value of assets; adopt the " an open, fair and transparent "mechanisms to protect the tender bid for management of public sports stadium commissioned by the social benefits of play; flow mode of public stadiums to operate independently of the communication mechanism; regulate the internal organization of public stadiums designed to enhance the facility's operational efficiency;Fifth, the "Yangtze River Delta Area" management of public sports venues has two trends, one is institution management mode that providing public service-oriented, the other is a separation of ownership and management mode with market-oriented.
