With the rapid development of science and technology, information became one of the essential important elements to human life. Nowadays, for filled with large amounts of information, society requires that people must have good information literacy. As a result, more and more scholars began to pay attention and study in this area, especially the education sector. This also made the information quality issues have been widely appreciated. In China, information literacy education has been included in school curriculum standards. As the primary school students are still very small, their mental and other aspects of development are not complete, and lack of ability of information identifying, they are very easy to have a negative impact, therefore, the quality of primary education of information is even more urgency and seriousness.First, this paper succinctly described the research background and analyzed the importance of the work of information literacy and training students. In theory, the author find the theoretical basis for the construction of "primary information quality training" theory. In practice, the author developed the teaching cases to promote the training of students` information literacy.Second, as the starting point for research about the status of information literacy to students, digging the problems of the suburbs of Shanghai primary school information literacy training through survey: as they are relative lack of information and knowledge to master; their information capacity level to be raised; their information awareness is relatively weak; and also they have slightly less than moral education information. Subsequently on the basis of previous research thinking , the author make students Information Quality Strategy: as stimulate the interest of information and train their information awareness; the author will make series of activities carried out various themes and train their initiative to treat the information; also the author will penetrate of information quality training to all disciplines to train their capacity of information from various area; And also, we must improve the teachers` own information level in order to achieve correct and effective training result.Third, under the theory of systematic instructional design and activities, the author combined the proposed training strategy. As the importance of attitude to information literacy training teaching, the author design and development "Analysis of information in daily life" theme activities of information literacy training for students to train pupils' information awareness and information capability. Finally, through design-based research methods, confirm the feasibility of science of the proposed training strategy after receiving feedback about the practice, "Analysis of information in daily life" theme activities operating in a primary school in Shanghai.
