With the world economic integration, as the main form of internationalization of higher education development - Sino-foreign cooperation in running schools in China has developed for 30 years, which has made brilliant achievements. Shanghai, as an international metropolis, its world competitiveness and influence is rising, and the number of foreign cooperation in running schools and the scale is also one of the biggest in the nation. Although the reform and opening policy has been carried out for so many years, relatively independent legal person status and nature of the institutions of higher education run by two Chinese-foreign cooperation in running schools College is so difficult to fulfill this institutional issues related to higher education, it is also the focus and difficulty of this study.This paper consists of six components:The first part is introduction, includes the main problem, the theoretical basis, research significance and research methodologies.The second part is to study the core concept definition and literature review.The third part is looking back to the history of the early Sino-foreign cooperation in running schools in Shanghai, and I summary and generalize the five system models of the early Chinese-foreign cooperation in running schools in Shanghai.The fourth part is the present status of Sino-foreign cooperation in running schools of Shanghai area. According to the Chinese and foreign schools in Shanghai practical, I summary and generalize five school system models, which is relatively independent model, quasi-independent model, two-college models, the curriculum project model, and Sino-foreign Co-operative Group model and analyze this five kinds of model's case study.The fifth part is about other countries and regions, cross-border cooperation in running schools comparative study of institutional models. I look into the historical evolution of World cross-border cooperation in running schools. Then I conduct a comparative analysis of cross-border cooperation in running schools on Singapore, Malaysia and Israel.The sixth part is a summary and recommendations. I summarized the advantages and disadvantages of five models now exciting, and put forward a four-point proposal on Sino-foreign Cooperation in Running Schools to revise the regulations, legislative proposals leading system colleges and universities and reform the system for selecting principals, establish two legal personality of the substantive recommendations of college and the implementation of the "bringing in and going out" strategy.So far, this research paper has conducted a more in-depth analysis on Sino-foreign cooperative education institutions in Shanghai, and analyzed problems and learned from successful experiences in other countries and regions, based on the proposed specific measures and suggestions.
