| Values education is a permanent subject and it has different performance of the content and format in different historical periods. Values education of college students relates to social stability, the country's long-term stability and the healthy development of individuals. How to correctly understand the values education of students and to explore new ways and methods of Ideological and Political education is an urgent need of research.Value clarification theory originated in the 20th century 60s in the United States, at that time, all kinds of complex social contradictions lead to extreme confusion in people's values, and traditional morality has been unable to adapt to the needs of the times. Value clarification theory exactly conformed to the needs of the times because it proposed a series of effective teaching methods at that time. China is in the period of social transition at present and the coexistence of a variety of values has become a social reality, particularly, Values Education in our country is facing many new and severe challenges. Therefore, referencing the value clarification theory has very important practical significance in improving the effectiveness of value education for our students.Firstly, this paper begins from stating the value clarification of theory and the overview of values education, including the introduction of the major theoretical views and strategies in order to understand the relationship between value clarification theory and values education. Secondly, to conduct an investigation and study in eight colleges in Harbin for the purpose of finding out problems of college students'values education and analyzing the specific reasons. Thirdly, to analyze the rationality and main flaw of value clarification theory by objective ways. On the basis of the main content and essence of the theory, the paper pays much attention to the reference significance of value clarification theory for values education of university student in our country. It behaves mainly in the following four areas: in the goal of education, educators should pay attention to the abilities of the students'value choosing; in the education environment, educators should be concerned about the living world of students; in the content of education, educators should pay attention to culture students'subject consciousness; in the method of education, educators must use different ways to guide students. Finally, the paper points out the problems in the process of referencing value clarification theory.
