This thesis discusses the process of the forming and development of the school of values clarification. Its development after 1980s, particularly the reasons and behaviors of the decadence of this school and its change to character education, are laid great emphasis on. The decadence of values clarification derives from the external reason of social development, mainly its insurmountable internal reason. The standpoints such as values neutrality and relativism of values clarification couldn't solve the social crisis and the incessant-emerging moral problems, on the contrary, they provoke grander disorder. The return to the tradition of character education is a combat to the theory of moral education including values clarification in 1960s and 1970s and embodies the features of development and retrospect of American moral education. The representatives of the school of values clarification approach the Renaissance character education movement and combine and adjust it from the point of theory and methods. The school of values clarification and its changing have brought a lot of enlightenment and retrospect to education. The thesis expounds points as follows: taking a screwing-rising attitude to infusion instead of absolute denial; attaching importance to individualism and cubism but not neutrality; applying flexible and comprehensive methods in education. Many points in values clarification theory could be introduced and learned in our moral education, meanwhile, to avoid making similar mistakes is also very important. This research would be not only aid to deeply realize the trajectories and laws in the western moral education ,but also a very importance reference and instruction for developing and perfecting our moral education .
