Currently "The Framework of National Program for Long-term Reform and Development(2010-2020)" formulated by Chinese State Council has been released, the third part of "Framework" is the requirements for basic education system, including personnel training system reform, test enrollment system reform, school system reform, management system reform and so on. Thus,the transformation of school reform is imperative.A school principal is the core of school's management, fundermantal principals will be pushed to the very important position in this educational reform.Relevent research of Transformational Leadership Theory and new curriculum calls for presidential leadership by many of fit between models, in the context of the new curriculum reform,the transformational leadership theory will be introduced into school management practice, will discuss it to school management practices'inspiration, will be helpful in guiding the direction and outlet of the school transformation. Transformational leadership is concerned that the impact between the individual and personal process, in this process, the transformational leader in membership by the charisma, individualized consideration, intellectual inspiration and vision of members proposed to arouse consciousness. A number of studies show that transformational leadership on subordinate satisfaction and effectiveness of the predictive ability of the leadership were higher than other types of leadership behaviors, and good managers of transformational leadership scores higher than ordinary managers both at home and abroad. In view of this, the study in the reference in leadership theory, particulariy in transformational leadership theory foundation, to Bass on the dimensions of transformational leadership is divided into a reference point, through the directive followers of the principal leaders-teachers survey to know the present status of headmasters'transformational leadership, and finally to put forward the strategies of improving headmasters'transformational leadership, to construct primary and secondary school principals'transformational leadership model which under the care of transformational leadership theory, including the environment of principals to implement the transformational leadership-to create the opening systems of organizational climate;the guiding ideology of principals to implement the transformational leadership-to bring up the leadership ideology of change; the quality requirements of implement the transformational leadership-to with multi-layered general cultivation; the essential relationship of implement the transformational leadership-to create conversational relationship of "you and me";the leadership performance of implement the transformational leadership-to realize the multi-dimensional leadership performance.
