With the development of technology, innovation has been the theme of modern development. The Eighteenth Congress of China proposed that innovation and reform are the center of the whole procedure of economical development, however, innovation relays to human beings which is the supporter of it. As the base of talent cultivation and technology, universities play an important part of innovation. Further more talent resources in university are the subject of innovation and development.Performance of these talent resources decide the level of teaching and the quality of research, besides with the condition of vehement competition, the talent resources decide the development and surviving of the universities. As the leaders are the links of organizations and individual, they have the significance influence on attitude and action of staff in universities.With the development of leadership theories, there are many researches propose the theories in different views. Transformational leadership as a part of a new type of leadership theories, it militates to the effect of community and individual work importantly. The leaders of transformational leadership motivates subordinates’ motivates-psychological empowerment to make them feel the sense of work and their importance of the organizations. And that promotes them put focus on the benefit of community and completes the task of community with heart and soul, and take the innovational methods in the daily work. However, the former researches on effects of transformational leading to the innovational behavior are almost set in the background of enterprises. This paper constructs the structure, proposes the propositions and makes the data collection based on literature reviews. It analyzes the data by SPSS20.0 Statistic Software. The methods of data collection mainly contains:reliability analysis, exploratory factorial analysis, correlation analysis and regression analysis. And makes conclusion by data analysis as follows:Firstly, the four dimensions of transformational leadership which including moral modeling, leadership, individual consideration, and vision motivation are all effect innovational behavior positively.Secondly, the three dimensions of transformational leadership which including moral modeling, leadership and vision motivation affect the innovational behavior positively in university, but individual consideration has no conspicuous effect on innovational behavior.Thirdly, the four dimensions of psychological empowerment which including self efficiency, sense of work meaning, initiative motivation and working influential power are all affect the innovational behavior positively.Fourthly, the psychological empowerment of staff plays part in actions of innovational behavior as intermediary, in other words, actions of transformational leadership partly effects innovational behavior by psychological empowerment positively.
