The reform of basic education demands School-based curriculum. The three courses include national curriculum, local curriculum and the school curriculum. School curriculum, also known as school-based curriculum, is a useful complement to the national curriculum. It is the product of research system.The research system includes activities which based on school, teacher-principal, practical problems as the research object, in order to promote the development of teachers and students. School-based curriculum is a new idea of the reform of ideological and political course teaching. School-based curriculum development and construction of the ideological and political help to expand curriculum resources, help to enhance the professional development of teachers, and help to promote overall development of students and personal development, help to improve the basic education curriculum, important sign of reform smoothly.This paper is divided into five parts. The first part outlines the theory of the high school course of ideological and political development and construction . The second part discusses the practical basis and theoretical basis. The third part discusses the meaning. The fourth part analyzes the process. The fifth part carries out exploration of the evaluation. This article begins with theoretical foundation, focused on exploring the school-based curriculum development and construction process, and gives my point of evaluation. This paper uses action research, literature study, research and so on, and using real cases and scientific data to explain and demonstrate the problem.The feature is broken the limitations in the past the school-based curriculum development and school-based curriculum development as two separate parts . In the course of the school-based curriculum development and construction , organically integrated and compared, thus enriching the content and resultsof school-based curriculum. Purpose of this research is to promote high school course of ideological and political development in-depth development, basic education reform and development contributions.
