Higher vocational education has accounted for half of China’s higher education. The reform and development of higher vocational education has become the focus of attention. With the vigorous development of China’s tourism industry and its improved social status, tourism vocational education has gained rapid development. In order to meet the needs of the reform and development of higher vocational education and cultivate more tourism talents, tourism management programs in many vocational colleges have carried out reform in students’training modes. The reform has highlighted training of students’ practical skills and enhanced work-integrated learning and teaching. However, these aspects remain difficulties in the reform of higher vocational tourism programs--how to stimulate students’interest in active learning, how to make students take the initiative to reach expertise, how to join together the teaching content and the real needs of tourism enterprises seamlessly, how to enhance the professional competence of teachers in tourism vocational education.This article is based on the educational thought of competency-based education in the Netherlands. In order to solve problems like "what to learn" and "how to learn" for tourism students, the project-led competency-based curriculum has been constructed through comparative analysis and localization.This paper is divided into six parts. The first chapter introduces the background, purpose and significance of the chosen topic and the research methods. Chapter Ⅱ is a literature review on the reform and research of tourism management curriculum in vocational teaching at home and abroad. Chapter Ⅲ discusses the theoretical basis for vocational education reform. Chapter Ⅳ is about tourism management curriculum construction in operational point of view. Chapter V discusses how to build a project-based teaching mode in vocational tourism management education. Chapter VI discusses the results of the reform and application of project-based curriculum system and teaching mode. Finally, this article summarizes the research findings and deficiencies.This study is based on years of practice. Integrating core knowledge, skills and attitudes, the project-led curriculum is designed to shift the focus from "how to teach" to "how to learn". From students’perspective, the project-based teaching mode emphasizes "learning as the main body, learning by doing, more than one tutor in a class, teaching in order to foster learning". Project-based learning has strengthened the dominant position of students, inspiring their enthusiasm, initiative and creativity. In practice, due to the implementation of the project, Tourism Management program in Qingdao Technical College has made significant effect in personnel training and won acceptance from the students and businesses. Many students have achieved excellent results in various national skills competitions.
