With the rapid development of society, knowledge is growing geometrically, but its qualityis uneven, some good and some bad, unbalanced distributed.In the background of lifelongeducation, there is an urgent need for a form of education resources which can meet the learningneeds of different aspects and different periods.Because of continuous development and progressof science,technology,and information technology, the network becomes the carrier ofeducational resources.Therefore, open educational resources movement emerges under this bigbackground, construction of open education resources in the world is like a raging fire.The final purpose of the construction of open education resources is to make it available,toshare and reuse more and better educational resources in the world.Almost every country in theworld has participated in the OER construction trend, due to the different understanding of OERand different constraints, the OER projects have different problems.Therefore, in order to learnfrom experience of the successful construction project, comparative study of different projectshas become a hot topic in education research.This study takes the OpenLearn project of Open University and the National E-learningResources Center of The Open University of China (NERC) as examples, compared the twoopen educational resources projects, because the OpenLearn construction time is relatively long,then maybe have some successful experience,which can be the reference for our NationalE-learning Resources Center project construction,therefore it has certain research significanceand value.According to the purpose and content of this research, to study by literature research, caseanalysis and comparative research methods, aims to analyze the theory and technology related tothe construction of open educational resources, to compare the two open educational resourcesprojects, to find the problems existing in the National E-learning Resources Center project, andgive some suggestions.This research mainly woks on the following aspects.Research on the basic theory.On the basis of literature review, makes sure of the relevantconcepts related to open educational resources, analyses the theoretical basis of construction ofopen education resources, finds the main problems involved in the process of construction, as thebasis of comparison of the two projects. Comparative study on the two open educational resources projects.Through summarizingthe two projects to get an overall impression.Because resource is the key content of projectconstruction, after the general introduction of the quantity and distribution of two projects, fromguidance resources, learning resources, expand resources, appraisal resources and interactiveresources five aspects to anylyse.Open mechanism is the key point to keep the projects in normaloperation, the two items’ construction mechanism,sharing mechanism and quality assurancemechanism were summarized, and then from four dimensions to compare:technical, social,educational and availability.Give suggestions for improving the National E-learning Resources Center project.Throughthe overall comparison of the two projects, based on the comparative study on the constructionof curriculum resources, can learn from the successful experience of OpenLearn project, putforward some feasible suggestions for sustainable development of the National E-learningResources Center, making it a good platform for lifelong education.
