The Empirical And Comparative Research On Performance Evaluation Of Expenditure In Employment Training Subsidy In Gansu

To deal with unemployment pressure, the government has embarked on the active employment assistance policies, in which the very important measure is that the government provide free vocational skills training to the laid-off unemployed,other urban registered unemployed and migrant rural workers and so on, and there are special funds for vocational training subsidies.With economic development and the great importance to employment, the expenditure in vocational training subsidies in Gansu province has been steady growth, but the pressing problem is how the actual performance is. In recent years, the developing government's performance appraisal theories provide the base for us to research the public finance expenditure performance. Therefore, we attempt to study the performance of vocational skills training in Gansu province.There are for parts:the literature review, the policy development, empirical research and policy advice.On the part of literature review, we review the newest research on the financial expenditure performance appraisal. On the part of policy development, we analysis the policy development of vocational training subsidies in Gansu province, which divided mainly into the transforming stage and general benefiting stage. On the part of empirical research, based on the principle and guidance of the vocational skills training performance, considering the status quo in Gansu province, we device the index system from the fields of operation and finance, and we also study the empirical comparative research on the provincc and the local governments based on the data of social security fund accounts in Gansu from 2007 to 2009. The conclusion is that the vocational skills training performance not only correlate with the regional economic development, governance and innovation ability, finance support, but also with the nation and religious values, the cultural and natural disasters. Finally we give some advice to optimize the vocational training subsidies policy in Gansu province.
